Not a clue. JR seems to be the official master of the Historical Recap and Wiki doctor. Perhaps it's one of his unfinished ones?

Nothing to do with me I'm afraid. If you look at the history, it hasn't been touched for over a year, and it seems only Howard and Charlie have tampered with it.
