Could be that it’s considered a common expression and it’s not a new word? (Contraction of ‘that’s the boy’, apparently). Considered by whom? To me, it's neither common nor an expression.
So what? Newness and obscurity have little to do with each other.
Not sure you can compare the two instances. Different people were in DC. And even I was quite little then so can't really say whether the word was well known to the general adult population of the time.

There's no committee meeting about it. DC gets the word, and Susie decides on the fly whether she needs to give a definition. Sometimes the decision might not be the one someone else would make. That's all it is.
