I think it formed part of a shake-up of the rules in about 2002, which also saw the American spellings rule come in. It had been a problem before that. Certainly by the time I was on in 2005 it was well in force, with it being written in the guidelines we were all given. Rereading some of the posts...

He works for the Oxford University Press and does clever things with dictionary data that involve writing computer code. In terms of Countdown, I expect that means he writes software used by the production team to look up words more quickly that using the paper version. Or something like that.
