I don't think rounds 17 and 19 are not solvable. Think 872 is the closest to the target possible for round 17 whilst only 735 is possible for round 19. And I got 418 for round 13.

I agree with the hatred of the number 25. 1-large 25-only rounds are harder than 6-small rounds on average I find (but this might be just me).
