There's no committee meeting about it. DC gets the word, and Susie decides on the fly whether she needs to give a definition. Sometimes the decision might not be the one someone else would make. That's all it is.

Everyone is different physically, and it seems inevitable that some clothing items will assist some athletes more than others.
